Beta v1083c: Airgroups that Won't Upgrade

This bug seems the same as it was in WITP, so clearly not something introduced in the patch (or AE). Symptom is to have a squadron that has no 'upgrade' button and the AI will not upgrade it in certain places, no matter how many supplies present, command HQ present, etc. Note that other squadrons often will upgrade fine at the same location.
In the attached save see two examples.
1) 18FG/6 FS at Palmyra. > 25,000 supply.
2) VMD-154 at Luganville. > 300,000 supply This one I've also tried moving to Noumea to upgrade there, with no success.
Earlier had a squadron at Cox's Bazaar that would not upgrade in spite of > 75,000 supply. Moved it to Calcutta & upgraded fine. On islands in the middle of the ocean often there is no convenient place to move the squadron for upgrading.

I'm watching a similar problem w/ one of the vsmb sqdns flying the vindicators at start in GC hotfix version. I've had several units where I could upgrade them even w/ as little as 1 a/c of the upgrade type in the pool but on this sqdn the button is greyed out & it's set to upgrade to sbd-3s which there are currently 17 in pool (no replacements have been added to unit but none are available anyway)& I've moved it around Palmyra, Pearl & Johnson Is w/ no change. I'm waiting to see if the legal age is 18 or not [&:]

In AE they made it possible to upgrade a squadron to a new a/c type without there yet being a full squadron in the pool. This is a great feature and much appreciated. The bug where sometimes a squadron won't upgrade in situations where it should upgrade goes back to WITP and AE/before the patch. It seems like one is unrelated to the other.

Right on. I really like being able to upgrade squadrons even if only one plane is available. I want my Ami carriers to get Avengers ASAP. Flexability is nice... [;)]

Note you need a level 7 airbase to upgrade.

Upgrades also depend on AF level.
Are any of those AFs 7+??

Note you need a level 7 airbase to upgrade.
Check Section 16.2.3 of the manual. There are more possibilities then just that.

On my problem, PH is large enough w/ supplies but still greyed out & I've had FS that I've moved out to the other isles of Hawaii & such that did allow me to upgrade even though there wasn't supply at those bases & not a lvl7 but assume it's due to range to PH/HQ but this vsmb sqdn has me stumped other than still waiting on 18 planes in pool [&:]

Another restriction is that if the group is to be permanently disbanded/withdrawn, then you need the full group size in the pool in order to upgrade.
Also related is if a group passes its withdraw date, then it can't be upgraded anymore.
ASSUMPTION is that you are playing with withdraw active.

I'll check that next time I play game but IIRC it's the vsmb-23? w/ vindicators & yes I do have withdraw & pdu on

JC,
I took a lot of the AV support units out of PH at the begining of the game and had the same issue. I am not sure but I hope when I get enough AV support in PH that the units will upgrade, currently have about 170 and I need about 240.

Scrub that idea.
It is just the units that are attached to the Hawaiian AF that will not upgrade, the CentPac folks will.
