Public Beta v1083c - Rest Patrol Setting Doesn't Work

See the attached save game and Ops Report. Three squadrons at Alice Springs (374th TOG/6th TCS, 21st TCS, 33rd TCS) are transporting troops. Due to fatigue, set patrol percentage for "Rest" to 30. In spite of this setting all ready planes are transporting troops every turn (see the attached Ops Report).

The code handles 'non-air combat phases' differently. Just does not look at the patrol settings.

Will fix in later patch - is not large bug.
