None of the Japanese float planes can up grade to the Paul, even with PDU on!

Wasn't the E16A1 Paul designed to replace the E13A (Jake) series?

There is also an issue of it acting as a float plane on ships because of it's classified as a dive bomber requiring bomb storage and reloads on ships.

IRL, yes. In the game, E16A1 production starts in april 1944 at Maebashi.
