resource production - Bug or WAD?

This is a follow on to the thread in the main forum - I have saves but they are from PBEM so if one of the devs/testers wants them, please PM me with an e-mail and I can send them and the password (can send you saves from several turns ago and now where the res. stored has not changed).

I have seen the same thing at Nauru and at Ocean Island. Basically they stockpile to somewhere between 5 and 6 days and then stop or drastically slow stockpiling (OR, suffer spoilage of around the same magnitude as the production).
Don't have a clue if it's a bug or a feature. It's somewhere on my long "list of things to ask about someday"

Attached - couldn't zip so I just renamed it as a .txt file.
It occurred to me that the problem may be with the base nationality. It seems like that this may only be occuring in bases that were not originally Japanese?
