AA Rate of Fire v. DP

The 88mm and 75mm AA guns have a rate of fire of 160. The DP 5"/38 has a rate of fire of 20. Are these both measured in rounds per minute? Did the 88 really fire 2.7 rounds per second? Or are these on different scales?
