Question about naval guns

Hi!
During the modding of scenario 1 I found a rather interesting thing about the naval guns in the game. The accuracy values of certain guns in relation to others seems rather weird to me.
Example:
The japanese 10cm/50 Type 88 Gun has an accuracy value of 120 (what does this number mean by the way? How did you calculate it?)
while the 10cm/65 Type 98 has 150.
According to navweaps.com the type 98 is a newer weapon, and is one of the best of their guns. But even if I don't take this into account, there is the fact that the Type 98 has a longer barrel. And as far as I know that usually means better accuracy.
Here are a couple more guns with the same "issue":
8cm/40 Type 88 and 8cm/60 Type 98 (160 against 180)
12cm/12 Short gun has the same value (100) as the 12cm/45 3YT ....
12.7/40 T89 AA also has the same value as the 12.7/50s
14cm/40 and 14cm/50s (same value)
20cm/12 and 20cm/50s (same value)
The american side seems a bit better balanced, but there are interesting things there too. I'm not going to list them here, I believe I made my point.
