Conversion of Chitose and Chiyoda

This is the save from my post in the main forums. Chitose and Chiyoda are not converting even though I think all is set correctly.

(edit) But seriously, it's under discussion. Bumping into an intentional restriction on certain upgrades to make them difficult to do outside certain locations.

Chitose doesnt want to upgrade. Nisshin upgraded in Tokyo.
