Russian naval phases comes and goes. then after Spain's, the game askes for a russian naval combat phase. I run it to see what happens, and it goes forward after no combats to ask for a second turkish naval phase for the turn.

I've seen this in other games. The only resolution I found was for the host to rewind and work out which file caused the issue, it can then be resolved by skipping or replaying the phase.
