Ketchikan Island, Alaska USCG base

Trying to come up with a BF to occupy this fairly active Coast Guard and stop over base. Anybody have guidelines to help me understand how I should calculate the devices to include eg Naval Support, Garrison, squads and other support for what I figure is a 2 or 3 port size.
