Inland HI Production

Here are some save files showing the problem with inland HI centers not producting. I am attaching three turns worth (6 days). You will note that the HI production is always equal to max hi production (heavy industry total x 2) - (2 x the inland hi centers).
Oddly, Heijo in Korea seems to produce, but the other hi centers in Manchuria do not nor does Changsha or other interior cities. This is despite there being an excess of 100,000 tons of fuel in Port Arthur - none ships up the rail lines to the cities a mere few hundred miles away.
First save - May 2, 1942 in PBEM, e-mail/pm me for password if required.

Ok, and finally some analysis.
May 2 turn. Japan controls 7,113 heavy industry sites but is producing only 13,618 heavy industry points per turn of a maximum possible of 14,226. Deficit in production vs capability of 608. Centers not producing:
Harbin - 40 centers, fuel 72
Changchun - 20, centers, fuel 37
Mukden - 100, centers, fuel 82
Anshan - 100 centers, fuel 197
Peiping, 20 centers, fuel 39
Changsha, 5 centers, fuel 7
Kunming, 19 centers, fuel 1
All fuel stocks are suspiciously just a few points under that required to produce (2x) and the total production capability of centers inland equals exactly the production deficit.
Note Port Arthur has 116,000 fuel
Canton has 133,000 fuel
Hong Kong has plenty of fuel, so does Haiphong, Shanghai and many other Chinese, Korean ports so there is no shortage of fuel - in fact there is a large excess that I eventually will pull off some of.
Note Heijo in Korea, 100 centers, 234 fuel seems to be producing

Now Muroran decided not to draw fuel - it's stocks went from 162 down to 62 so its 50 hi centers didn't produce making up the additional 100 point drop in hi production. This is a port city and there is about 40,000 fuel on the island of Hokkaido and quite a pile on Honshu.
Note again very large fuel stocks in Port Arthur, Canton, Shanghai, Hong Kong, Haiphong, etc.
Heijo in Korea (not a port) of 100 hi centers now has 322 fuel, so it produced and drew fuel inland.

I hope this enough data. Andrew asked for some saves a few days ago. I just needed a few days to get a good sequence of turns. AB - I can get more saves if necessary - I have them running back to mid-April every 2 days. Thanks for looking into this!

Found the problem. Anshan has a net dif fuel need of 3 and three is too small to send so a bit of a logic error. At any rate I tested your save with the new patch 2 code and it worked perfectly.

Good job.
I'm impressed with the speed in which many issues get analyzed & fixed for future patches that have save games files on-hand to be used for proper debugging.
Save games files clearly are the corner stone to that initial first step.
