Is this how leadership works?

OK, here's my interpretation of the manual:

Take the leader's skill rating (fixed), multiply by 3, add to this the experience rating (starts at zero and moves to a maxium of 20), then add this to the effectiveness of the unit with the leader.

Apply some kind of discount for distance and add to the effectiveness of all units of the same nationality within 3 hexes.

Close enough for gubmint work? [:D]

Yes, this is how I interpret it as well.

Then the leader gives about half of the value he gives to his carrying unit to those adjacent to him, and then half of that to the units two hexes away and so on. Remember, however, that although the effect of the carrying unit is immediate upon reciept of the leader, the effect for surrounding units is calculated during the end of game turn.

So it is modeled closely to HOI..
