Detection Lvls when trying to display 10, Display 100 ( I believe it is a data error too)

another from another save where the DL, doesn't change the MDL

That is correct.
There are a couple of places where detection level is 100 in order to force the TF to be detected.
Generally is applicable only for one turn.
