It seems to me, after what I've read, and that I've managed to load a regiment in San Franscisco. First off, It seems it is all a question of time. What I've found so far is you can't complete a load in a turn. Also, to load a unit you first need to put it in Strategic Mode. If I'm wrong with any of this please feel free to educate me. In any case, I'll get back to the manual. Later

Majority of the time a unit will take several turns to load. It helps to place any unit in strat mode before you load, that way the unit is ready to load when you want to load. This would be beneficial in a rear area life SF, Aden, Cape Town, etc.

Transports load troops in strategic mode, amphibious tf's load troops that are in combat mode. Cargo tf can load a/c squadrons.
