Unable to buy by PayPal from Africa

Hello,
I'm actually for 2 years in Djibouti in eastern africa, I tried to buy WITP:AE through paypal but all I get is :
"We're Sorry.
We were unable to verify your payment information. Please use an alternate payment option if available. Thank you."
I dont' even get the Paypal payement screen, it stops in the matrix site.
I'm a bit surprised as I was able to buy from there by Paypal here without any problems. Is there something I can do (other than trying my VISA ?) Is it maybe due to Matrix policy to orders issued from my location ?
