HQ Command Range?

What sets the command range of an HQ? I don't see anything in the editor.

The last digit of the HQ Type sets the range. Example is an Air HQ with HQ Type set to 52, the 5x sets the type, the x2 sets the range. BTW page 36 of the editor manual explains this in greater detail.
