Withdrawing Restricted air units

I withdrew/disbanded some Far East USAAF units once they ran out of planes. The units could not be reattached to another HQ as they are restricted to the HQ. I'm now starting to get them back however they are still attached to the now destroyed Far East USAAF and hence restricted. Having arrived at SF I'm now stuck with them at SF.

To overcome this problem prevent restricted air units from being withdrawn, or if they are prevent them from coming back, or two change them to unrestricted when they do come back.

If they come back with 0 planes, it'll cost 0 PPs to change their HQ.

I believe in WITP AE one has to pay the PP's for the amount of allowable planes in the squadron, doesnt matter how many are actually present at the time you pay the PP's. I learned this the hard way. Had to start a turn over to save the PP.

Far east USAAF are white restricted so cannot be changed to unrestricted.

The issue of units attached to a 'destroyed' HQ has been discussed for patch 2.
This applies to groups, bases and LCUs.
