Rundstedt's Plan Martin

I'm playing the Allies vs German PO. Intelligence and Cheat are set to Moderate/None. This is a great scenario to play and I'm only on turn 4, but I'm noticing something I've never experienced before (and I've been playing the TOAW since 96). To meet the German assaults I maneuvered units to create defense in depth, when possible. On turn 2, in the 9th Army AO, I was able to place infantry or armor on roads, in regimental strength and set them as "Tactical or Local Reserve". I got to go first on turn 3, I did not move them, thus they had their full movment strength available for reaction. But when the PO attacked on it's turn 3, it hit my forward defending unit and neither my tactical reserve or local reserves moved. This happened in the VIII Corps AO as well with smaller units from the 28th or 106th DIV.

Has anyone ever experienced a unti will full movment not react as a reserve?
Is a flaw in the scenario?
Is it related to the shock values (Turn 1-3 = US-95%/GM-105%, Turn 4 = US-90%/GM-105%)?

IME- similar to yours- placing units in reserve status is pretty useless. Local reserves will have good opponents frog marching them all over the terrain when they least need it, and tactical reserves can be occasionally useful but are IMO usually best left to your decision on your turn.

But local reserves- the ones that get to hop more than one hex- are totally utterly useless against a decent opponent.

Where do I learn (in the manual or online) the effects shock has on reserves?

Terrain, IMO, is not the issue, the regiment is on a paved highway. Ditto with communication, DIV HQ is in the next hex.

Concur with the local reserve. But previously I had good experience tactical reserve.

Do you know if this is covered in the manual at all?

Movement costs for moving near enemy forces may be
decreased if the moving Force has a Shock Level greater than
the non-moving Force

This can be the reason. I haven't played this scenario, so I cannot give a 100% conclusive answer
