I am trying to get some APDs to pick up an ART unit from Wake Island. When I select pick up unit I get a list of units but none of the units on Wake Island are listed. I decided to try and get a different unit from Midway, again not on the list. They are not part of a restricted command and I have tried changing the op mode. Am I doing something wrong or is this a bug?

APD's can only carry troops, not bulk cargo (which includes artillery guns).

It still does not explain why I can select other ART units. or why I cannot select non ART units from other locations.

But it will let me select this unit. What is the difference?

Is the Task Force in the second screenshot the TF attempting to pick up the troops at Wake Island? If so, PT Boats are unable to transport troops.

No it is a fast transport TF at pearl. The TF is made up of APDs.
