Italy's entrance into the war

When Italy finally gets to 100 dp points the screen will flash a message asking if Italy wants to enter the war. There is a second option also given that Italy (not sure how it's worded) can delay entering the war and it will cost 20 dp points. When I select that option the screen flashes and nothing happens. To continue the game I'm forced to choose option 1 which is Italy entering the war. Is this a glitch in the game?
