where is the data file which tells how fast a doctrine level change occurs?

countries.csv, in columns from BC to BG ("Months to reach new level of land warfare doctrine (cumulated)", Levels 1-5).

Thx for the info. Please clarify on this interpretation:
Data in countries.csv for Germany 0 0 12 30 48
Germany starts at doctrine level 2, and goes to 3 on turn 48(12 months), to level 4 on turn 120(30 months), etc.
US 24 36 42 48 54
starts at doctrine 0, goes to level 1 doctrine on turn 96, leve 2 doctrine on turn 120, etc.
correct?

Yes, but level that country starts with is in column Q and should be compatible with values mentioned before.

And don't forget:
Line 32 in consts, where you can controll the combat value modifier of each level; presently at 20 (+20 % for each level).
Or:
Line 59, where you can adjust the cost in AP for attacking/LWD-level.

Yeah, it's line 59 that interests me.
What all this ends up meaning is this:
Wait till the historical date to launch Barbarossa, and the Germans can blitz a lot faster at doctrine level 4, as opposed to launching earlier at level 3. Seems most players want to launch early, and there is a penalty for that, as well as an advantage in terms of less time for the Russkies to build up. Some interesting trade-offs built in to the game.
