Bug on Next/Prev Base button

An odd bug. Find the base 1103 Kweiteh. Click on Prev Base (<) button - it goes to 1102 Kweilin. Now click on Next Base (>) button - it goes to 1104 Kwelyang, instead of going back to 1103. I've gone through all Chinese bases, and none of them go back to 1103 Kweiteh.

This is caused by Kweiteh having port = 0, airfield = 0. The same happens for all other bases with port = 0, airfield = 0. But that's incorrect behavior, as Kweiteh is a base, is Chinese, has resources, light industry and 2 Corps defending it.

While we're at those buttons, notice that Prev Base (<) has no tooltip, while Next Base (>) has the tooltip "Next Base". That's the same as the other Prev buttons (Prev Air Group, Prev Land Unit, Prev Task Force, etc...). Perhaps that's on purpose, but as those buttons are in a quite crowded corner, you have to move the cursor above other buttons (that have tooltips) on the way to them. The final effect is that the tooltip for whatever else you hovered over remains while you are on these buttons (like, it still shows the tooltip "Lists all ships at anchor" while you are hovering over the Prev Base button. If you give these poor buttons a little tooltip, this oddity should disappear.

Thanks!

We've been looking at these sorts of navigation bugs for the patch. We may not get all of them, but we have found a few like that and we're fixing what we find. I'll double check this one...
