Air-ground attack

I've started to look at the air-ground section of consts.csv. It all seems very logic to me, except for one thing - odds!
This part of the game is probably hard-coded and what I want is a confirmation about that. Looking at the tables (lines 91 to 111), it seems that there's a D6 die roll determining the effect. A roll of 1 means 10 % loss of units strength, 2 means 20 % loss, and so on up to 6, which means 60 % loss.
But it looks to me as if there's no difference whether the attacking unit is a 1-strength Tac or a 10-strength Tac. Is this right or is there something hidden elsewhere to make the strength of the air unit count?
It also seems that there's no difference in result in accordance with the target type or strength; i.e. an attack on a corps unit will yield the same result in percentage loss as an attack on a division, making the former more cost effective. Is this true? [&:]
I think that I can vaguely recall a discussion about this during the RtV period, but can't remember what was being said. Please, tell me that a 1-strength bombing of a full strength armour corps gives a different result than a 10-strength attack on a low strength infantry division.
Also, in lines 104 to 111, there's an air unit loss table. What columns does these lines refer to?
