Can't select TF for LRCAP

If there are only a few TFs in a hex, they are usually spread out in the hex and you can point to the one you want to LRCAP.
If there are many TFs in a hex, you get a little icon representing all of the TFs, and clicking on it brings up a list so you can pick the one you want.
I've got a case where I have the "many TF" icon representing three TFs, but clicking on it for an LRCAP target just picks the TF with the biggest number instead of bringing up the menu.
If I make another TF in the hex, then it works OK.
Since I always like to guess, I'm going to guess that there is code that says if there are three or fewer TFs, then you must be pointing to an individual TF. In open water, that would be true. However, in "busy" hexes like the one shown, you get the "many TF" icon earlier because the base/port/airfield/LCU icons all take up real estate in the hex.
