Custom WW2 ASW sim for the Wolfpack/Eagle League

Hi guys. I left a thread on the General Discussion forum about the failure of Silent Hunter 2 and Destroyer Command and the hell it's raised with the Wolfpack/Eagle League online club formed around these interop products. This club was formed about three years ago prior to the release of these products and is a well established and large group (latest count being around 7,200 members).
Now get this. They are now talking about putting around 350,000 USD into the development cost of a new ASW sim themselves and are going shopping for a company (Sonalysts is the company they are approaching first) that will help them out. They want to guarantee they have some input in the design. Then they will shell out for the cost of the game. These guys are seriously hardcore. Sounds like a good idea. They get what they want, and the company gets a portion of the development costs funded, and have a guaranteed niche market.
Have any of you actually heard of this approach before? I've been a member for a few months and have watched all this develop. Hopefully, the not so active members (those which are so disgusted with the products that they just stopped showing up) will answer the call. There are bound to be some legal problems with this, though.
Oh, well. Should make for some interesting forum reading over there for awhile.
