strategic move for minors

I would like to mod back in strategic movement points for minors. I can do this two ways:
1) only for minors controlled by human players;
2) for all minors;
Will either cause a problem for the system? I have tried this with just Slovakia (which I am controlling), and it seems to work ok. However, will option 2 cause problems for the AI?

Gary, what is your rational for prohibiting stratmove for minor powers?

I want to mod it back in. Strat move for minors is no longer available in the vanilla game.

AFAIK due to AI mismanagement of strat moves.

It helps AI (minors) to play more reasonable, especially to defend a country when a minor is part of a major alliance.

I have no idea what is more correct, but I regularly control all my minors.
As such, I do not find it to be much of a problem accumulating the PP needed to buy some strat move for them (especially since Germany or Italy can transfer PPs to most minors). [:)]

Well all those countries had RRs before the war so it's really only a matter of how much strat move they should have at the start, not whether.
