Rotterdam is a swamp?

Please don't tell this is intentional and if it is, will someone please instruct me how to change it?

Now that I read the Modding Tutorials it does not seem to be possible, unless one can use the Game Editor.

AH, have you ever been to Holland? For that matter, Amsterdam should be a swamp as well. The prospect of driving around Holland in a tank in the wet season (9 or 10 months out of the year) is horrifying. Why do you think that XXX Corps was confined to that single road during Market-Garden.
The whole country should be swamp![8D]

No, I have not. As for any city in this game being consider a swamp the premise is ridiculous. The mere fact that a city more than 600 years old was built where it was should indicate a determination to alleviate the situation. Otherwise people wouldn't live there. In the game if designating the hex as a swamp is to represent the fact that a city with many canals and bridges is difficult to capture then increase the "dig in" bonus of the occupier.

This is another example of the attacker not being able to enter a city after eliminating the defender. In this case I dropped 3 Airborne Divisions next to the city then I proceeded to bomb to defender until eliminated after which not one of the three units was able to claim my prize. The frustration is now the AI will most likely occupy it again thru Strategic Movement. I am unable to suspend my disbelief.

As for the Game Editor, unless I'm missing something it will not open existing scenarios. Can anyone confirm this or tell what needs to be done?

Perhaps you then disagree with the effects of a swamp on units.  But if we are to have swamp terrain Rotterdam would have to be one by definition.  You could have dropped one Airborne adjacent to spot the defending unit, bombed it into oblivion then dropped a second airborne onto the city itself to take it.

The hexes are 20-25km large approximatively. My personal interpretation is that they represent the kind of terrain in the hex, not the city itself. The city is just a part of the whole hex.

In 1944 when the allied were approaching the germans did flood the most part of Netherlands. They did destroy the dams and flood the country to stop or slow down the allies.

In Antwerp, a contingent of canadian, british, and polish troops fought a bitter campaign to capture this important port in 1944 in the swamp area surrounding the city, it's called the Battle of the Bug, but it's in Belgium.

Well it's the way I see it, just my opinion.

I know I didn't do the move correctly but what I did was a knee-jerk reaction to not being able to drop into the city. For some reason my air recon did not reveal the defender, it could have been me. I'm not sure when the terrain penalty happens upon entering, exiting or both. I have no problem with swamps or any other obstructing terrain.

As for the game I feel the City and it's unseen sprawl should dominate the hex, otherwise it's presence is moot.

About the Paratroopers, if any unit should be able to overcome terrain it should be them, Band of Brothers and all that.

After looking at the tutorial again I discovered the "DIG IN" bonus is in land_units.csv not cities.csv, so now I'm wondering if a similar column can be added to cities.csv

I believe units in a city already get a hefty bonus, plus they won't retreat.

I understand that, I was just thinking about a solution to Rotterdam being a swamp. It is most likely more difficult to change than I think. Yet it would add another dimension to the game, Cities having variable defense modifiers.
