Rules/PC Game Question

Here is one I have not seen before in the PC game, and I don't remember it from the original rules.

France is at war with Austria. Russia is in enforced Peace to France for 4 more month. Russia with access to Austria dropped of 5 Infantry as Garrisons in an Austrian territory capitol. France dropped of one factor. So a neutral and an at war with Austria both have garrisons in the city. What happens if they are both still there and France and Russia go to war? Will the PC version of the game deny Austria the manpower becuase an enemy factor is in the city?

Also does anyone know what happens if Russia had filled up the city garrisons to prevent France from being able to place a garrison to take control? Would leaving a corps there prevent Austria from drawing manpower?

I am going to find out in a few turns, but I would like to know if anyone knows the answer.

What happens if they are both still there and France and Russia go to war?
If the Russians later become at war with the French, the factors in that city would fight an immediate trivial combat.
 
Will the PC version of the game deny Austria the manpower becuase an enemy factor is in the city?
I don't know what the PC version will do. However, in the boardgame, the single French factor would stop money/manpower collection. It would also be enough to conquer, after the "one full month" requirement is met; The Russian troops are irrelevant for that purpose.
 
When the French take control (and still not at war with Russia), the Russian troops must immediately surrender and then are immediately repatriated.
