What is a garrison (for game purposes)

It is counted in with guns in the base's TOE, however the allied devices (2) reflects nothing except they are weapons and one does have an armor of 100.

Are you talking about the garrison device that can be in some LCUs?  They are things like permanent bunkers or other hard points.  They are built on site and can't be moved.

That must be it, I was confused buy the Weapon and Gun representation. That would explain the Allied Garrison with 100 armor (device 1194). What about that with zero everything (Device 1027)

Basically they function to make a unit static so you can't move it. That is the basic function, the armor it has and guns are a bonus.

Ahhh, makes perfect sense and would explain why some of the lesser bases (like Kiwi BF unit at Nadi at Fiji) would have a 1027 Garrison w/o armor and larger BF (like that at San Francisco) would have a 1194 with armor.

Last question here, is the 1027 garrison used in a BF (for example) in lieu of using the static field (on the Location Editor screen) for some reason?

I'll have to defer to the design team on that one, since I'm not really sure.

I did discover quite accidentally how to make an air group static though...assign it to a permanent restricted HQ with no bases assigned to the HQ. You can't cahnge the HQ and you can't move, transfer or disband the unit. Which is going to work out great for the Vichy units in my mod. [8D]
