Fortification Freeze

Last gameturn I moved a German unit into the fortifications outside Kiev.
This gameturn it has 0 APs and the data panel says it's frozen "until 13".
Ummm..., frozen for another 13 turns? If so, why?
Frozen until Event 13?
Should it have been frozen at all?

I had this happen as well, I think it is a bug. I ended up just killing the unit because it got on my nerves.

Are you playing with 1.6 ?

That game was a V1.5. I've since abandoned the game and moved on to 1.6 (with separate issues in pbem) (See thread "Game Freeze on Vichy") I posted the enquiry as much as an alert to the dev team as needing a solution.
