Sub Surface Combat and US dud rate

I've noticed a number of sub surface combats, with US subs, that have multiple successful torpedo hits, in 1942. This is just a suspicion, but when the Jap convoy is not escorted, and the sub surfaces to fight it out, the US sub torpedo success rate "seems" to be higher than the typical non-surface battle. This may just be "bad luck", but I'd like for it to be looked at.
As the Japanese player, I always try to throw in at least one escort, just to keep the sub from surfacing. I have a save attached where I forgot to do this. This example was the US sub Porpoise attacking in hex 85,68.
This save shows an example of 2 successful torpedo hits in one attack by a US sub in 1942. If just 2 torpedoes were fired, with a 90% dud rate, the odds of this was 1 in 100. If more were fired, then it was more possible.
Again, I'm not saying this is a bug, just that it might be that the dud rate isn't being checked correctly in this circumstance.
Thanks.
