Error in end of game victory report

During some tests I was running I got a draw during Spring 1946 when the Axis did not reach the first shift value. In other words, the Axis should have received a season penalty but did not. With more thorough testing, I discovered the error is specific to the Spring 1946 season and only when an Axis penalty is applied. An Axis positive shift apparently works fine. Here are the results in detail.
