is it possible to activate the soviets at an arbitrary date in a scenario (eg. already in 1943) - same question on the med transfer route?

Yes on the former (you can set Soviets Active ON/OFF in the editor), no on the latter.

You don't. You can set them to be active at scenario start.

Hmm, won't changing the Japanese garrison levels increase the chances of Soviet attack?
