is it possible to add another nation to the game. eg Germany or Italy?

There are only two Axis slots: Japanese Army and Japanese Navy.  I believe one of the Allied slots is open, but the code for most screens skip it, so using it would not result in anything useful.

The Japanese actually have two "nations" in the game - the IJA and the IJN. There is no reason why you could not - partially - rename these nations. In fact, I'm sure this has been done before in stock. But there is a lot of hard coded text in the code that cannot easily be changed by modders, so hence the use of the word "partially". But to actually have three axis nations in the game - that would be very hard for the modder to do - because you would have to change the code via disassembly.
