Restricted HQs

Are the restricted HQs like USAFFE written in stone? Or is there some way that the restrictions can be turned off. With USAFFE, my hands are tied behind my back. I'd like to be able to evacuate the air groups to Australia. As it stands now, I'm just going to look the other way because it would seem there's nothing I can do.

If the HQ in a LCU or squadron screen is clickable (yellow) you can buy them out. Otherwise they are doomed.
HQs usually respawn after some time when destroyed but I doubt this is true for USAFEE.

If the HQ of a unit shows up in yellow, it can be changed by paying PPs. It the HQ is in plain white text, the unit is permanently restricted and you can't change it in game. You can alter it in the editor before starting a game.
Many air units in the Philippines at start are doomed to destruction there by design. The best you can hope for is to disband them when they run out of flyable aircraft and save the pilots. You get a number of temporary squadrons in Australia around Feb. 1942 which were ad hoc units raised with the relative handful of pilots evacuated before the fall of the Philippines mixed with a bunch of green pilots.

I went into the scenario editor and unlocked all the HQs that were restricted. I suppose we could have a good historical debate over that, but I figure I'm learning the game so I didn't want any impediments while I'm at it. I saved the scenario as "Unrestricted Command" in slot 26. Thank You for your Help.

The only real problem is you are learning a game that is not quite WitP AE. If you will always play your modded scenario you are fine. But, if you want to play a PBEM, you will have to relearn some things.
