Updated manual?

Reading some past threads about surrender I notice mention of "11.9.1.1 RESTRICTIONS ON TERRITORIAL LOSSES: No major power with a player may ever have its home nation reduced by more than a total of three provinces. " My manual ends at Rule 11.5. What am I missing and is it possible to download an up-to-date manual.
My real question is what can force a Major Power to have to surrender even if the player wants to fight on. I seem to remember the requirement to draw manpower, but I can't find it in my "rulebook".

11.9.1, Balance of Power Restrictions on Losses, is from the original boardgame rules. Copy available at
xnetz.com This is incorprated in EiANW as rule 6.4.3. There is a reported rules deviation on Mantis #512 under consideration. Note that the original rule was an optional rule and Marshall's comment regarding its implementation was "There was never an intent to prevent more than 3 home provs from being ceded. This will be a manual change HOWEVER, I must prevent the home province from being ceded at this time." So stay tuned.
As for being forced to surrender, I don't think that's possible? Per 6.4.2, a MP wishing to surrender may sue for peace, but there is no comparable rule for a MP to force another to sue for peace. There are economic penalties for continuing to resist if your home nation capital is occupied (12.4.1) and political status penalties (13.7) as your nation drops down into Instability and Fiasco, but still nothing to force a surrender. Obviously there's a point where NOT surrendering becomes suicidal and renders the game unwinnable for your nation.
