Map Scrolling in WindowedMode?

I just got the game and am trying to run it in WindowedMode (by setting the option in the INI file).
The game map displays ok in the window but when I move the mouse to the edge of the map no scrolling occurs. I can use the mouse wheel to zoom and can select individual units with the mouse.
My computer is a Windows 7 64-bit machine.
Also, if there is any documentation on hot key assignments I'd love to know it. I couldn't find much on key assignments in the Game Manual or other product documentation.
