Can the map creator be used to edit saved games, or is limited only to creation of entirely new games where the poor player has to manually crreate the whole galaxy?

The map creator is pretty much useless if it can't be used to edit saved games. It's just too much work to create a whole galaxy from scratch.

the map creator can generate new maps with the usual properties just fine. Check the menues.

Yep, the galaxy can be manually created/customized, or randomly created, in the map generator.
You can then customize starting conditions (if you want) by creating a scenario (editing the XMLs).

If there was some means of exporting a map from a saved game, and importing a map into a saved game, we could use the Map Creator as a saved game editor limited to the map.
