Is it possible to pay (or rather bribe) other races to attack or to stop attacking another race? If so, is the AI capable of properly using it? If it is not in the current game, then I would propose to include this feature in future updates/expansions.

You can ask them to attack a race.Money is not necessary but it might sweeten the deal. Asking to make peace is not in but it's good idea..

You can ask the ai to attack another player. It's usually very expensive, unless they were thinking about doing it anyway. You can't currently ask them to make peace with a third party
