Population Production Adjustment

I just played a 1792 campaign to 1815 as Turkey (at which time I was crushed). I set out to test the idea of getting the maximum possible province improvements. This involved the use of the road building scheme to maximize that process. This has a related danger of causing over population, but I was keen on keeping the food supply more than adequate.
The results were interesting. Among the different aspects was a considerably larger population (man power) for Turkey. I have found that Turkey will normally require between 120 and 170 food points per turn-depending on how many wars are fought. In this game Turkey's food requirements eventually went to more than 330. Man power available for draft was approaching 200 points-the normal is 100 to 120. (note: the increase in food requirements is higher for excess pop). Virtually every province had excess population-in a few cases; double.
Throughout the game I kept checking the economy adjustment table to see just where the benefits are for this added manpower. I'm talking about the table (in advanced economy game) that shows the effects of taxation levels, feudal level and national moral level adjustments to production. I checked it with high taxes and low taxes. I checked it with 1000 national moral and 100 NM. At no time did the table show any adjustment on the population line-none.
I'm wondering if anyone has ever seen a population adjustment for production. Is this broken, or perhaps my game is screwed up?
BTW, all the other adjustment lines seem to working correctly. I have multiple saves if anyone is interest. The only added mod is the Generals mod. I wouldn't think that had any affect on the economy.
