Playing the allies I wanted to repair the railroads in french Indochina and Siam and though I had ten resource points in the area I could not repair the rail. Is this correct? Why?

Perhaps you were in the build phase. When in that phase you can't do anything on the map, but you can still repair them rails if you use the sub-screen to repair stuff.
