Two questions please...

1) What is the meaning of the white blue and red rings. I suspect range circles but not sure.
2) When is tactical reserve prefered over local reserve and vise versa. What is the primary purpose.
Just getting into the game. Like it a lot.

Yep, they are indeed range circles.

I myself use tactical reserve when I need to service an adjacent hex and local reserve when I need my unit to move itself to the nearest combat within it's movement point range.

Range rings, very useful when set pr unit.
I use tactical reserve for ranged weapon I want to support the defense during my opponents turn.
When you attack you can either use tac reserve for ranged weapon, 1/2 of their force will be applied to all battles within range.
If you assign them to one battle they commit all their force, remember to put them on tac res if you are getting close to turn ending.
For non-range units tac res is useful on the defense, they will move 1 hex provided they have movement points to support friendly units under attack. Careful deployment of tac res units (wich locations to move to) will often blunt attacks.
I seldom use local reserve, too unpredictable close to the frontline. Sometimes used for units far behind the lines.

White, red, and black circles shown on the main map are the ranges of artillery units. The white circle shows the current unit. The black circles show units in reserve. And the red circles show all other units. The cyan circles on the micromap show ranges of air units. The Unit Visibility Button turns them on and off.
2) When is tactical reserve prefered over local reserve and vise versa. What is the primary purpose.
Tactical reserve gives a chance that the unit will advance to support an adjacent combat. Local reserve gives chances that the unit will advance to support any combat within a range of (I think) 8 hexes.
Also, note that it is different for ranged units in Tactical Reserve. They don't advance in that mode - this allows them to provide support without risk of their moving into the front lines. This is not true for Local reserve, however.
Tactical reserve is very useful for artillery for this reason. It can also be somewhat useful in its original purpose. Most players are leary of Local reserve due to the ability of the enemy player to exploit it to move such units out of position.
