Avoiding enemy TFs - is this right?

Hi all - here's the scenario:
I have an Amphib TF with 2 AMC. Both AMC have a pair of Jakes. I don't want my TF to ever engage an enemy TF if they see one - in fact I want them to run like hell.
So first I goto TF Routing and set Routing Control at Safest and Threat Tolerence as low - right?
And then with my Jakes - if I set them @ 50% search 50% rest then I should get one Jake flying search from each AMC - right?
And if I set the max range to 3 hexes (120 miles and 3/8 of their normal radius) @ an Altitude of 6k then the chances should be good that if an enemy TF was within 3 hexes my search craft would see them and report back to the TF Commander.
LOS @ Sea on an AMC or Light Cruiser would be - what - maybe 10-12 miles?
And my Amphib TF would alter course to avoid the enemy TF - right?
Does a pilot EXP level or something have an effect on the Jakes spotting an enemy TF (assuming there was an enemy TF within 3 hexes)?
Does an attribute of my TF Commander have an effect on successfully avoiding an enemy TF?
I'm just trying to work my way through the manual and get my head wrapped around all of this.
