I do not know if this is a bug or if I do not know how torpedo resupply works. I docked a two carrier TF at Sydney and one carrier loaded torpedos and the other did not. I decided to move another 2 carrier TF to the same port and both of those carriers took on a full supply of torpedos and still the one carrier in the original TF would not load. If anyone knows what I am doing wrong I would appreciate the help. I am fully patched with the latest hot fix.

Are you sure that port is proper side for that carrier to dock in there? If not then you need ammo carrier ships with loaded supplies to be able to load bigger ships than port can fit.

If the first carrier was very low on supplies and fuel, it will take two days to fully top up.  Ships load fuel first, then ammo, then air missions, and torps last.  All take ops points.  If you top out on ops points before the job is completed, you will have to wait until the next day for the job to get done.

The port is Sydney which I believe was a size nine.

The carriers were in port for five days without the second carrier taking on any torpedos. On the sixth day I decided to do a test so I docked two more carriers at the same port. Both of those carriers loaded torpedos while the original carrier still did not load torpedos.
