Mobilization

Is there a way to increase your county's mobilization? I selected the Nationalism upgrade thinking that would do it but it did not.

Save up for the 'Universal mobalisation' or something like that, I,II,III etc raise your mobilisation by 10% each one, but it's faiely heavy on experiance points.
