PLaying 1.7 update. Why is the Russian navy putting a beating on my German navy? Eventhough I have my navy set at regular, when they engage the Russians only 2 or 3 ships of the fleet show up to fight the 8 ship Russian fleet. I thought when fleets were set at regular that they fought as one group. Also, I'm not putting any hits on the russians either. German warships are at level 3. Haven't seen it this one sided in any of my games before this. Even the Italians fared better vs the British in the Med. than the Germans are doing vs the Russians.

the Russians have their fleet set as Radiers. So, what happens is they catch part of your fleet and engage them.

I thought Raiders only attack as individual ships not as a group. That is the difference between raider and regular deployment. I don't think that is the answer.
