Game Will NOT Launch

downloaded the latest video driver... and I installed it by the way
turned off hardware and sound accelertion...
when a click play on the menu I just get an hour glass for 10 seconds then reverts to the cross hairs and does nothing else.
using XP
1.13 Ghz
256 RAM
