When I go to the 'Purchase' screen and scroll down to the naval units I see things like, "Available after 40 turns ...", but I cannot see awhat it says after that.
Exactly when may new naval units be purchased?

You can purchase them at any point if you have the PP available, but the ships (groups) will sit in the Deploy Box for a variable number of turns till they can be put on the map. The wait for submarines is not too long, but it is much longer for other group types.
This was a much requested feature. I used to be able to build huge, really huge, Axis navies quite quickly, but now I must suffer with postponed gratification.

So it mean 'turns after purchase'. That would have been nice to know earlier. It doesn't really spell it out anywhere (IIRC) and you can't scroll right to see what it says.
Thank you.

Chuck, is this feature (delay on ship builds) available in the 1.60 version? I don't recall seeing an option for it, and (as I am playing the Axis) I would like some restrictions on naval builds.

Dave,
Yes, the feature is available in at least the latest 1.6 release. As Chris points out there is parentheised text after the ship (group) type which tells the number of turns of delay.
This may have come out during the 1.6 cycle, and you may be playing an earlier build. If you buy a naval unit it should have an indicator of how long you will have to wait on it in the deployment box.
