It's January of 41 and Rumania and the orther Axis minor allies have not join the Axis side. As the Allies, Russia did not take the land grab option for Rumania or Finland. Does this have an effect on these countries entry into the war?

you have to use the Diplomacy button and influence them.

I have had different results with the axis minors. I have had Hungary and Rumania join the axis on their own without DP pressure. I don'tknow what the precursor for that was though. Other times I have had to pressure them with DP's to get them to join. I have never had Bulgaria or Finland join the axis without using DP pressure. Knowing how this game is I assume there are event combo's that will fire some minors to join automatically. What the combo's are I don't know. I have not played a game yet with a Russian AI that didn't demand Bessarabia and the Finnish border hexes.

I've decided to tried it several times. It seems when the Soviet Union implements the land grab event concerning Rumania, that event triggers Rumanina, Hungry and Bulgaria's entry into the war. I've tried it several times declineing the land grab event concerning Rumania and all three countries stay out of the war. So guess what, as a Russian player I will always decline Bessarabia. Sorry Axis player, start using those dp's.
