Any way to ensure industry is taken undamaged?

Just wondering if there were some tactic I could use that would lower the damage that a conquered city's industry takes.

I just took Changsha and all industry and resource production was destroyed...
Was there anything I could have done to avoid this?
Or is it merely a throw of the dice, somewhat dependent on the number of enemy engineers fleeing the city?
Will it help to have disabled the enemy engineer units through heavy air and land bombardments before taking the city?

The engineers in the city do the damage when they retreat, the more engineers the more damage.

Thus hit the airfields/ports to do damage to the engineers with airpower for several days to weeks to disable these units, then do the assault.

It is a random amount of damage, but its based on number of engineers. Also artillary to bombard the engineers in land units.

You can avoid this and go with the quick assault but you run a risk of high damage if engineers are not disrupted.

Hm I have been using land bombardments and ground attack a lot, but I haven't attacked ports and airfields prior to a ground assault.
Will try this and see if I cn get better results - thanks!

In addition, port and airfield attacks kill supplies.[;)]
