Are Cossacks considered to be corps for the purposes of putting down supply depot? If so, we are experiencing a bug where a Russian cossack unit in Varna is not being allowed to deploy a depot (see picture). Russia has one depot available.

I didn't think Cossacks were corps for building depots.

Cossacks are not considered CORPS. but a single CAV Factor....thus are not usable to build supply.

Rather than tossing out anecdotes, it would be great it someone could conjure up a rule stating so. To my best efforts, I could not. I could also not find a corollary - that is, while I could locate rules that say Cossacks act as corps on the map (with notable exceptions), there was nothing in the depot rules or Cossack rules that say they can establish depots (also nothing saying they can't). In my FtF games, we allowed it. What I'd love to hear is Marshall chime in on this and let us know how its been coded and if its changed in any of the last builds (I'm nearly 100% certain I've used Cossacks to establish depot chains in previous builds).

For a major power to place a new depot outside of it’s own territory, an unbesieged corps of that major power must be in that area and not have moved or foraged before the depot is placed.

Cossacks are not considered corps for ANY purpose (Including depot supply buildng). These guys are different dogs all together.
I know this because I made them act as corps earlier in the dev phase and was assaulted (Rightfully so) by the testers for it

This along with the rule stating that Cossack are not considered corps should do the trick!
